Theophilus Harlow

Theophilus Harlow (fl. 1890s) was a Dark wizard and Victor Rookwood's right-hand man in the Rookwood Gang in the late 19th century. On 2 September 1890, Harlow accompanied Victor Rookwood at his meeting with Ranrok, the goblin leader of a rebellion. He later tried to back Victor's attempts to abduct the new fifth-year student from the Three Broomsticks Inn, but was dissuaded by the owner Sirona Ryan with the support of her patrons.
